Open Scholarship Policy Observatory
The Open Scholarship Policy Observatory is coordinated by the Canadian Social Knowledge Institute (C-SKI) based at the Electronic Textual Cultures Lab at the University of Victoria:
- Research Consultants and Facilitators: Sarah Milligan, Kim Silk, and Caroline Winter
- Project Manager: Alyssa Arbuckle
- Technical Consultant: Jonathan Martin
- Project Director: Ray Siemens
The Open Scholarship Policy Observatory is made up of Implementing New Knowledge Environments (INKE) Partnership members and stakeholders who collect research, track findings and national and international policy changes, and facilitate understanding of open social scholarship across Canada and internationally. Building from these activities, we work as an aid to influence and implement policy around knowledge mobilization. The Open Scholarship Policy Observatory reflects findings back to other partners and stakeholders, along with local institutions, associations, consortia, and government bodies, in order to assist these groups with developing timely and responsive policies. Further, the Open Scholarship Policy Observatory:
- seeks to track pertinent policies and their impact across research community;
- provides updates on new trends and current research via the forthcoming Open Scholarship Policy Observatory website and at annual INKE gatherings;
- offers a broad and deep foundation for the development of policy recommendations on important issues, including identity management, open access, data management, citizen science, and other related areas.
The Open Scholarship Policy Observatory consists of:
- Observations, which are descriptive overviews of policies shaping open scholarship;
- Responses to those policies written by INKE Partnership Members;
- A growing list of open scholarship policies from around the world;
- Policy clusters, which are smaller groupings of policies that relate to one another.
Contributors of Observations and Responses include:
- Alyssa Arbuckle, University of Victoria
- The Canadian Society for Digital Humanities (CSDH–SCHN)
- Richard Dumont, Université de Montréal
- Lisa Goddard, University of Victoria
- Sarah Milligan, University of Victoria
- Tanja Niemann, Consortium Érudit
- Brian Owen, Simon Fraser University Library and the Public Knowledge Project
- Ray Siemens, University of Victoria
- Kimberly Silk, University of Victoria
- Caroline Winter, University of Victoria.
The Open Scholarship Policy Observatory is a work in progress. We are constantly adding new content as old policies change, as new policies are introduced, and as the Observatory itself continues to take shape and evolve.
